A heat pump is only an air conditioner throughout the summer. The compressor and condensing coil are located on the outside unit. However, it has an evaporator coil and compressor throughout the winter. Therefore, you’re mistaken if you observe a heat pump’s external unit and refer to it as a condenser or condensing unit.
