The answer is no if you have a typical electric heat pump. Even at -10 degrees, a heat pump can still produce heat. Together, the heat pump and electric backup heating function automatically. Now you can switch to backup heat (Emergency Heat) for more comfort if you have oil or gas backup. But not using it might be more effective.
